So i want to buy a new monitor so should i buy 144 hz or not ?
Will i be able play games on 144 hz or not ?
Or my laptop hdmi port will cap my monitor to 60hz ?

Solution
So i want to buy a new monitor so should i buy 144 hz or not ?

Depends. See below.

Will i be able play games on 144 hz or not ?

Yes and No.

If you buy 4K monitor then max it can run, is 60 Hz. However, if you were to buy 1080p or 1440p (2K) monitor then you can use 144 Hz freely.

Or my laptop hdmi port will cap my monitor to 60hz ?

If monitor is 4K, then it's refresh rate is capped to 60 Hz. If it's 1080p or 1440p, you can get 144 Hz without issues.

@ 1080 HDMI 2.0 can support 144hz but not at 4k .. The max HDMI2 can support at 144 is 1440 resolution.

Can you play games at 144hz - if you cant get 144+fps in your games now then you won't get it after you switch either so there isn't much point to getting the 144hz monitor imo.
