Most likely no, maybe a bit. On say Medium settings

Photo/Video editing and most importantly to be a base for recording music.

Not certain, something that's very reliable, long lasting and would work best for music recording.

Will be used in an RV as laptop/desktop, so portability is nice but I'd rather it not be too small and thin etc...

I think the Acer Swift 5 would be great option in your budget - https://www.amazon.com/gp/product/B086KKKT15/
It has an eight-core AMD Ryzen 7 4700U CPU with 8GB RAM and 512GB SSD. However, it's a 14" laptop. Smaller than the 15" machines that you are looking for. Another problem with this laptop is its RAM is soldered on the motherboard and there are no extra RAM slots inside. If you think your workloads won't demand more RAM than 8GB ever, then this is an excellent machine with very capable 8-core CPU.
