Question Laptop Gpu Mhz and % drops

I have a Lenovo Ideapad Gaming 3 15ach6(1650 4gb and ryzen 7 5800h) as well as 16gb of ram which due to laptop i can only use around 13 or so rest is reserved for windows
about 1 year ago i used to have heavy stutters but constant fps but very big stutters even when watching youtube or listening to music etc like this

Undervolting my Gpu fixed these issues but then something new happened that only happens to me in CS2 other games are fine
game runs fine at 120 fps lets say but after a couple rounds the mhz of the gpu drops to 1380 from 1770 and the percentage goes to 30%
i just repasted the gpu it runs at 60-70 degrees so i dont know what the problem is cpu temp is around 77-80
i tried everything,removing the undervolt,disabling processor boost hoping it would give the gpu some more power
my battery % also decreases when playing cs2 but its around 95% constantly so i dont think that is the problem thats holding me back idk
if anyone has any solutions or ideas on how to fix this i would be so glad because this has made me bang my head against the wall

Edit:Forgot to mention i also tinkered with the power plans using ultimate performance but also balanced and setting the max cpu usage at 99 and min aswell at 99

cpu usage? ssd usage? how full is the ssd?
Never really bothered to check cpu usage cause i didnt think it was the problem+ idk really know how to check cpu usage with msi afterburner cus it just shows cpu1 cpu2 so it confused me,ssd usage i dont know what you mean by that and i have a 500gb SSD split in 3 drives,the C windows one i have around 20 gb left free and my Game D drive i have around 100 so i dont think space is the problem
