Question Laptop GPU running at 210Mhz under load ?

I got a gaming laptop a couple weeks ago and an issue that reaks of power throttling keeps cropping up.

While in game, sometimes the RTX 4060 GPU is completely useless. 210mhz core clock that doesn't budge and 0 fps even on youtube.

GPU-Z tells me there's a power throttling issue.

Tried DDU, different drivers and nothing works. Any ideas?

And no, it's not thermal throttling. It's at 40C.

 
update the BIOS
which drivers did you install? use the drivers from the manufacturer´s homepage
check device manager , if all drivers are installed and no exclamation mark or question mark is shown

Is the charger plugged in?

install/update iGPU drivers as well

check the temperature while it´s going well

reinstall windows

Try switching your power settings to "High Performance" in both Windows and any laptop-specific software, and make sure you're plugged in with a solid charger. If that doesn’t fix it, maybe a BIOS update or tweaking the power settings in NVIDIA Control Panel could do the trick.

RMA it
Did all of that except for reinstalling Windows and RMA. For some reason I think it's a setting somewhere that causes severe power limits.
