Question (Laptop) GPU utilization is stuck at 1%

Hello everyone,

I am currently running a Windows 11 laptop with a 3070 and an i9-12900H, with 16gb of RAM. Whenever I play 2K25, the performance is mind-blowingly bad, only reaching about 20 FPS with numerous stutters, making the game essentially unplayable. I checked Razer Cortex, and it shows my GPU utilization is at 1%, even though I have the 3070 as the main graphics card, both in the game settings and in NVIDIA control panel. Are there any solutions to this?
 
Where did you get the game: source?

Use Task Manager and Resource Monitor to observe system perfomance while gaming.

Use both tools but use only one tool at a time.

You will need to keep the tool window open and viewable in order to see what changes when the game stutters.

Consider manually downloading the GPU drivers directly from the manufacturer's website.

Reinstall and reconfigure. No third party tools or installers.

I got the game off of Steam, and my Task Manager does say that GPU utilization is normal. However, my in game FPS counter says that it is at 1% throughout the whole play session. I will take your recommendation of manually downloading the GPU drivers and update you when I have done it.
