Question Laptop GPU utilization stuck at 40%

Recently I bought a Lenovo L340 with a GTX 1650, 8gb ram, and a i6 9750hq. I've been having a great time and been playing war thunder for the most part. However, I've started playing games like R6 Siege again. I was getting really terrible performance and finally turned on msi afterburner and noticed that my gpu ranges between 30-50% usage. I would usually guess a CPU bottleneck but that stays around 30-40%. The ram stays around 5600mb so I should be okay. Why else would this be happening? Initially I thought it was under clocking itself but I locked the clock of the GPU. It still kept happening. Temperatures are no more than 70-75c.

What power plan do you have enabled? Are you plugged in, or on battery?

On power adapter, with the highest power option. I undo all my changes when I go to school

Edit: seems like it was on the "balanced plan". I'll try the high performance plan and keep you updated
