laptop hard drive failure on 8.1 upgrade

Hello everyone. I have an HP pavilion laptop that came with windows 8 and I upgraded to windows 8.1. The hard drive failed.

I have a puppy linux 528 disk that I use to check and recover files and after testing shows only the boot partition failed. all other partitions are fine.

Can I download an iso image and repair the boot partition in command? If so do i need 8 or 8.1 and can I download for free? I am not trying to get windows for free, just want to repair the boot record and not have to pay the tech guy $150 bucks.

It does not matter which version of windows8.x you use to repair the boot partition since the boot partition is the same type.

So I can use my recovery usb from my other 8.1 computer to repair the windows 8 laptop?
