Launch options for games out of steam?

I have a cracked version of portal 2 and i'd like to put some launch options but i don't have steam overlay to apply the launch option settings, how do i fix this?

Do not post about about ANYTHING related to pirated software, warez, cracks, hacks, passwords or bypassing security protocols.
