Still depends - the responce time is measured in a specific fashion (e.g.
0-255 brightness), and doesn't always represent average performance of an
LCD. Tom's Hardware commented on one monitor claiming to have a low
responce time by showing a graph - the claim was technically correct
according to the standard, but didn't reflect real-world performance.
However, an average 12ms response time is good enough. Most monitors that
are 8ms should meet this requirement, and therefore can display the more
advanced graphics.
Don't rely only on response time - there's plenty of other factors as well.
Tome's hardware reviews LCDs and takes care of the technical aspects for
you.

It still depends. LCDs are still a newer technology that isn't perfect.
They've only recently gained the reputation of being suitable for gameplay
(and even then, there's still too many people reluctant to by an LCD.)
