Question League of Legends FPS Capped Below Refresh Rate (Fullscreen Borderless)?

Recently whenever I play League of Legends in borderless fullscreen mode my fps is locked below my refresh rate of my monitor. At 144hz, it gets locked at 108fps and at 120hz it gets locked at 98fps.

I wasn't having an issue until I had to disconnect my monitors in order to open up my PC. If I play fullscreen then I get normal FPS but I'd prefer to play borderless.

My specs:
I7 7700k
GTX970
16gb ram
2 60Hz BenQ monitors
1 144Hz BenQ monitor (the monitor I play on)

I've tried:
  • Turning VSync off in my nvidia settings
  • Reinstalling Windows
  • Turning Fullscreen Optimization off
  • Using only my main monitor, which raises my FPS to 144 but in my league and nvidia settings my FPS is capped at 240 and I know my pc can get those frames.
Any suggestions on how to get back to my old performance?

Edit: I just noticed if I have a window over my league window, the fps goes back to normal.

Edit 2: It seems reformatting my SSD fixed the issue.

New SSD: boot drive?

Motherboard: make, model?

My overall thought being that the new hardware configuration (SSD) has created some conflict or issue.

Perhaps not supported by the motherboard.

The new SSD is not the boot drive. I have 2 SSD's and an HDD.
Motherboard is Asus Strix Z270E and the new SSD is a WD Blue 3D NAND.


I moved the installation of league to my other SSD, my boot drive, and it seems like that might've fixed it. I'll test it more later and see if it holds up.
