I dont know about you, but every pc Ive ever bought comes with the Serial.
You are lucky then or buy 'boutique' desktops, laptops and tablets. In the real world, most OEM's (HP, Toshiba, etc.) don't include a Windows serial number with them. They have an 'installed by the maker' OEM activation with no documentation on how to back it up and no way to back it up unless you jump through hoops.
Win XP, Win Vista and Win 7 laptops all had a windows serial code label attached to the bottom of them/ Desktops either on the rear, side or inside. This includes all major brands ( Acer, HP, Dell, Toshiba, Samsung, Alienware, IbuyPower, Origin, Razer, Asus ect. ) Even though it was an OEM code when you purchased the laptop you actually purchased a copy of windows that was only usable on that machine. Win 8 and 8.1 are totally different and do not have this code label because the OS licencing has been drastically changed. An OEM win 8 and 8.1 OS can be transferred from machine to machine and due to a refresh/reinstall feature built into the OEM install no code is necessary after the first activation where as OEM XP, Vista and 7 are locked to the motherboard and need a disk to reinstall and transfer if applicable.
