"Libre Office" and other apps dropping GPU memory clock speed?

this is a weird thing, but i've noticed that, when i open "libre office" in my pc, the memory clock of the gpu - gtx970 oc galax - drops from 3500 to 3005.

the same issue happens with "novabench" and "rising storm 2".

all other games and apps do not have the same issue, even when overclocking the GPU even more - what i always do. (forza horizon 3, doom, csgo, project cars, assetto corsa, dirty rally etc)

i'm using win10 pro.

2D programs do not require full speed either from GPU or VRAM so it doesn't scale up when using them.

The problem is that if they are open in background, the clock remains dropped in games.
+++ rising storm is a 3d full game and has the same behavior. Same as novabench. There's any way of turning it off completelly??
