Yes, I would change the paste. check the thermal pads, see if they are worn also. There are different thermal tapes, search Newegg, google.https://www.newegg.com/Product/Product.aspx?Item=9SIA2W046D7311&cm_re=thermal_pad-_-2S7-009N-00010-_-Product This pad looks good.
the temps where 198f in starwars battlefront in ultra then after the paste it went down to 156f with higher overclock since it drastically cooled down, even world of tanks would get to 174f now around 136-146f as well, the old factory overclock was 1070core clock with 1500memory clock now overclocked by me and msi afterburner it is 1090 core clock with memory clock at 1800, vrms are not close to heating up anymore

Yup the top of the chip was clean, not good. Since owning a 290x with high temps I always check the paste when temps get too high. 90c (198f) is not over the limit for the R9 390x, they can run even higher, 95c .

The Kraken G12 has only a small fan for the vrm, you need heatsinks or tape to keep the temps down. The gpu temps would go down at least 20c. The Accelero 3 says from 94c to 45c on the 290x. You'll have to look into that more.
