Hi, so I am a first time builder who is wanting to build a system for livestreaming(1080p60) and gaming. I’ve been looking around for CPU’s between $250-350 and found the 8700k. Would there be any better performing amd processors for the same or lower the price of a 8700k? Thanks for your time

No (mainstream) CPU in existence will allow you to encode through the CPU cores at 1080/60 without loosing performance in a lot of games, you can discuss until next year on which one will be better in some games while streaming and which one better in others but the bottom line is that any CPU will struggle in a lot of games.

The only way to stream without issues is to use the GPU(qsv/nvenc/VCE) to do the streaming,at which point the cpu doesn't matter at all for the streaming but only for the getting FPS in the game.
