Locked at 30 fps in minecraft

I just got a new laptop and it has a core i7 7700hq and a gtx 1050 ti in it and my minecraft is locked at 30 fps I have allocated more ram turned off adaptive vsync and vsync in minecraft and I also turned the frame rate to unlimited in minecraft so I don't know what to do so please help me

if by 'allocated ram' you mean increased the page file (virtual ram), I would set that back to default.

Is vertical sync turned off?

Also some laptops will set refresh (FPS) to 30 to save power while on batteries.
Check your displays refresh rate.
Then check the driver settings for your GPU (Intel/AMD/Nvidia)

Also some displays will drop to 30Hz while operating at non-native resolutions.

I have turned off vertical sync and the refresh rate is 60 fps or hertz or whatever

Have you set your max fps to 30 because that might be the reason set it to Unlimited Fps to fix that.

Btw if that doesnt work try using Optifine
