the error message shows up before the log in screen for windows. its unelectable, and i have no idea what it is. the pc hasnt had any new hardware installed, is using windows 10, and hasn't had any software downloaded recently.

digging is all it takes - https://www.thewindowsclub.com/fix-logon-process-initialization-failure-windows-7

now thats a painful error.

does he have a win 10 installer?
On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

I don't think we can fix windows as its the logon process and you can't get into safe mode without it, or do many things really. So I can suggest a way for him to save anything off C he wants to keep

boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose command prompt
type notepad and press enter
in notepad, select file>open
Use file explorer to copy any files you need to save...

Was the link intended to take us to a TheWindowsClub site? if so, the URL could've been shortened to the real link.

As for your cousin, might want to see what version of Windows 10 he/she is on. You might want to also list the specs to the build just in case the platform might need some ironing out in terms of BIOS, drivers and perhaps a better PSU. Yes a bad PSU has caused the OS to corrupt and give that same error message.

Mind also sharing where your cousin sourced the installer for the OS?

since we can't get into windows, can't even run a reset as it needs a password... which he has but windows is broken in such a way you can't use it. then a clean install is only real choice.

follow this guide: https://forums.tomshardware.com/faq/how-to-do-a-clean-installation-of-windows-10.3170366/

if you have any questions, just ask :)
