So here is a new build again with some case bling, but you have to make sure that the ASrock comes with updated BIOS for Ryzen already installed, or the store will do it for you, or you have a friend with a Ryzen 2000 chip that you can borrow to install the new BIOS.
You don't live near a Micro Center, do you? What video editing program do you use?
The GPU is a blower card, but it gets nice reviews. You'll need to add a second storage drive later.

I use Adobe Premiere Pro at times adobe photoshop cc together with around 5-10 Google browsers open and I'm planning if this system can handle having 2 emulators open if possible or at least one while I'm doing what i have to do . It would also be nice if this can handle streaming.,

What would be the updated Components and Price range? I was checking at pc parts picker and it always shows up as Incompatible.The Ryzen 3600 would be ideal with the RX 5700, but again you will need to make sure that the MB you purchase has the updated BIOS for Ryzen 3000 already installed. Of course, you won't be able to take advantage of Intel Quick Sync with a Ryzen chip, but you won't need that for 1080p editing. The best Intel chip would probably be the i7-9700 (or i7-8600) and that would knock you out of budget (unless we significantly downgrade the GPU) I don't know anything about emulators, but you'll have 12 threads with either Ryzen chip so I think you will be good to go. Same for streaming and multitasking-plenty of threads.
