I need to find a 400$ pc that will run games like GTAV, Fallout, And the witcher 3 at decent quality and decent fps. Any help?

Yeah I can't get it down to $400, that's nearly impossible unless you buy your parts used from Craigslist or eBay. Here is what I came up with. This doesn't include Operating System (OS) which is free if you use Ubuntu or $80 if you buy Windows:

You need explain what parts you already have, as if you have buy everything with 400 budget, maximum you would is lowest end PC which will not be able to run any of games you want. Hence, video card alone will take most of this budget.

It can play the games you mentioned at decent quality and decent FPS. You have an extra $100 to buy the peripherals you need. Look for a genuine windows OS online, they would cost you around only $20. Install your OS via USB. The case I chose for you is ugly, and have no special features; but it's cheap and it will do the job. I suggest you change it based on your preference if you want something fancier.
 


A genuine Windows OS is NOT $20.00. It's a grey market key that can be unauthorized at any time.

+1 on this, there is no way you can buy a legit Windows key for $20. Also, you won't be able to play GTA V or Witcher 3 at a decent FPS/Res. with an Intel Pentium G4400 and a GTX 750Ti, just won't work well at all.

My mistake for suggesting a $20 OS. But still, that $300 build will definitely play GTA V or Withcer 3 at decent quality and decent FPS. Go to Youtube and see for yourself. Here's a sample vid of that build: [video="https://www.youtube.com/watch?v=LNy3LCkIzYA"][/video] There's much more G4400 and GTX 750 Ti combo in Youtube playing GTA V and Witcher 3 at Decent FPS and Decent Resolution, do the research yourself, cause you seem to be lacking one.
