Here's an easy one, take the card out your machine...

This way the Stock Heatsink and Fan instantly becomes silent ;-)

I seriously doubt that you'll get a silent or passive cooling solution for an x1900, I would love to be proved wrong here but I really doubt it...

Zalman coolers would be your best value 'VERY QUIET' solution. I have used a few of their CPU and GPU solutions and they rock...

The arctic cooling accelero x2 would also be a good candidate.Even at full speed it's inaudible.
And its said to be easier to install the zalman vf-900.

Wow it'd have to be very easy to install then, I've just installed a VF900 yeasterday and it was the easiest Heatsink and fan I've ever installed, process done in 10 mins, including opening the PC, removing the card, removing the stock HS/F, installing the Zalman, replacing card into PC and powering up...

The Zalman VF900 is much quieter than the Stock reasonably quiet Gainward Bliss HS/F.

I've grown to be a huge fan of Zalman products, I've used about 4 different Heatsink/Fan solutions from them and have been 100% happy every time, they have always outperformed my expectations...Top company producing top quality gear...
