I wouldn't advise to buy into the fx platform anymore, unless you find one for a good used price. I am no intel fan boy, it's just their architecture is outdated. For a server, brand new, you could go for a kabylake pentium g4560, which would be about £40-60, (about the same in euros), and for a case, you can literally go for any board that supports your preferred motherboard form factor, (let's allocate around £30 for your case). For your motherboard, go on pc part picker, and find any b250 board that supports the features that you want, that has good reviews, (let's say anywhere between £50-70), your total will most likely be under 200, and that's with all of the parts that you were looking for, not just a cpu, and a graphics card, (which you already seem to have).

Alternatively, you could look at something like an ryzen r3 1200 (£95), with the cheapest motherboard you can find that supports the features that you need, (£50), and a cheap case for around £20-30. and your total will still be under 200.

Both of these options would require ddr4 ram, so you will have to include that in the budget.

I am not sure about used server components, but these would be solid options new.

Yeah if you want to go ecc memory, you would need a more expensive motherboard, and ecc ram.
