Yes. RAM and GPU compatiblity isnt an issue. Just out of interest, what are your other specs? We need to determine whether you have any bottlenecking issues with that card.

they said that recommended ram should be of 8gb. So should buy this ?

The amount of RAM your PC has installed, does not affect in any way what GPU you choose. Genrelly speaking, a medium/high end gaming PC should have a minimum of 8gb of RAM, as this allows for the increased RAM usage when playing games on higher settings. A 650Ti will not play modern games at the highests settings, and so you dont need 8gb of RAM. If you were concerned about this then I would siggest upgrading to 6gb to be safe, but I wouldnt say it is essential unless you are going to be running multiple programs in the background at the same time as playing games.

my budget is of only 7500/- INR

try getting the 650Ti Boost, much better bang for the buck, its almost as good as a 660 and sells for anything between 10-12k

On that budget im afraid you cant really get much better than the 650. to really make a difference you need around twice that amount. Sorry. =(
