Looking to build a PC but on a budget of ($400-$800)!!

Hello, I'm looking to build a desktop to play some of the newer and old games on medium settings MAYBE even at low, I don't really care if it can run them on high or ultra. The main reason I want to build/buy a PC is to play !!!Fallout 4!!! and maybe The Witcher 3, also keep in mind that i'm not a "hard-core" gamer. I would like to know if i should buy a pre-built tower, build my own(with the help of you guys of course), or buy a laptop? I'm also a light gamer, i play around 3-6 hours a day.
What do you guys suggest?
 
Thanks for the responses. Can i get an example on what games I would be able to play and on what settings?
Also, what do you guys recommend for a PC monitor, keyboard, and a mouse? I would have to buy a wifi card for this also right? Would there be anything else you guys recommend i buy for the setup?
 


Probably close to ultra+ on all games. I updated the build to include a usb 2.0 wireless adapter much cheaper than a pci one and it does the same thing.

as for keyboard and mouse thats up to you. I just use generic im not picky they all do the same thing imo.
 
For the keyboard and mouse spend 99% of your money on the pc and go cheap on the mouse and keyboard for now and upgrade that later when you can afford it. Also 3-6 hours a day isn't that light especially if your 'Gaming' on a pc or console.

For the wifi adapter i'd try to avoid it go with ethernet at all costs (well sort of) It will cost you less and your gaming experience will be better, period
 


I doubt that that build would handle everything high or ultra but it should be alright for medium to high settings at playable fps on most games. Dont expect magic from an i3-4160 and a 960 graphics card.
 


You can expect magic at 1080p as long as you're not looking for 144fps or using MSAA or SSAA. Overclocking the GTX 960 10% is child's play. I'm getting 40-60fps in Witcher 3 on High, 40-50fps in Crysis 3 on Very High, and a solid 60fps in my modded Skyrim @1440p.
