[SOLVED] Looking to upgrade, best recomendations

So Im looking to upgrade the components for my PC, However i am also aware i will need to upgrade my moniter as well in order to really see the boost.

I am noticing recently, that im struggling to maintain 60 frames with the recomended settings that NVIDIA gives via its GEFORCE experience app. with some of the more recent games and am having to reduce the Graphics settings which I dont really want to do. borderlands 3, Vermintide 2, Anthem, FFXV are my best examples.

Having noticed that 1080ti's are SIGNIFICANTLY cheaper now than they were put my rig together has inspired the changes.

Ill list my components below and look forward to suggestions, as my hardware/components knowledge is fairly rubbish to be honest.

Power supply :

Coolers:
Outside of the inbuilt fans my case has i only have intel stock cooler on my CPU (i know...) although temperatures have not seemed to be an issue, ive had past builds get hot and dont beleive ive had temperature problems on my this build.

Monitors:
Asus VC239H 23 inch Full HD IPS LCD Monitor (16:9, 80M:1, 250 cd/m2, 1920 x 1080, 5 ms, VGA/HDMI/DVI) i game on this one


AOC E2250SWDAK 21.5 inch Widescreen Multimedia LED Monitor (1920x1080, 5ms, VGA, DVI, 1000:1, i-Menu, e-Saver) i use this as a second - YT, spotify, streams etc. will most likely not use once upgraded gaming monitor

A used 1080 ti is going for around $300-$400 pounds, it's also on par with an RX 5700 XT and RTX 2070 Super at around the same price. The difference here is buying used vs New and under warranty, i've never had an issue with that myself as all my GPU's are used.

CPU
A used i7 7700K is going to run around $200 pounds and you lack the ability to overclock it to max the advantages out.

Those are fine for anything but competitive FPS type games so upgrading them shouldn't be as much of a priority over the core components.

CPU
i5 7600 is definitely holding you back, the issue I see here is i7 7700 and i7 7700K which are still very capable even used are still overpriced.

GPU
1070 is starting to show its age if your wanting max settings and 60+ FPS

What is your budget? A used 1080 TI would definitely be a meaningful upgrade and a cheaper option than a RTX 2070 Super or RX 5700 XT which are around the same performance level.

I’m not looking to break the bank with the budget, as with the glory of PC I can upgrade it part by part over time, I’m not looking to max anything out for like 120fps 4K levels, but I am looking to Keep a stable performance and also future proof to a degree. I wouldn’t be against getting a stronger card than a 1080ti but if I can take the upgrade for 100-200 difference I wouldn’t mind saving for a little longer. I don’t want to be spending 300-400 extra pounds just to jump from high to ultra, would rather use the left overs to improve my monitors. I am also wondering, will I need to upgrade my CPU and same time as GPU as Friends of mine have had issues with the CPU holding them back as it couldn’t keep up, or is this a myth?

I would stay away from the 5700xt as the hdmi audio is a problem. Seems to be a driver issue that they can't fix. My rx850 does not have the problem in the same pc as the 5700xt.
