Question Lots of lagging in games with Ryzen 5 2600 + GTX 1070 ?

So this is my PC:
Motherboard - Asrock ab350m-hdv
CPU - Ryzen 5 2600
GPU - GTX 1070 8GB
RAM - 16GB DDR4 3200 dual channel
PSU - 500w

My PC seems more than capable to run Fortnite on high/ultra but when i set the game to high or ultra its lagging a lot and when it lags my PSU is making a weird noise at the same time with the lag.
I was wondering if its lagging because of my PSU, its Deepcool and it doesnt have certificate ,not even Brozne. but i was read that the PSU doesnt matter to performance of the PC.
Any idea why i have those lags guys?

I have ssd for my windows and stuff, but for games i use 1tb hdd seagate barracuda 7200, and its quite new

I installed the game on my ssd and its the same. My cpu temp: 62C , usage 23%
My gpu temp: 82C , usage 69%
