[SOLVED] Lots of odd issues with my pc, help wanted

So many weird crashing/freezing/lag has been happening with my pc as of recently.
I first noticed it when my drivers would crash on my gpu, went from a 1070 to a 2080 on sale for 550 (semi sale flex on my windforce boi)
I then started noticing that when streaming netflix that there would be odd not buffers but more stuttering.
When I try to alt tab out of games I still get full 5-30 second freezing even with new gpu. This includes opening geforce recording.
When I upgraded the first thing I wanted to try was Ray tracing, windows refused to update to the required version I needed to get it to work.
I'm completely at a loss of what the issue may be at this point. Ready to wipe everything and reinstall windows, was thinking maybe upgrade cpu but when I watch my cpu it never passed 80% usage unless doing heavy workloads. Never got a full blue screen but last night my drivers completely crashed again, starting to think it wasn't the gpu :/

i7 7700k (non overclocked but watercooled)
Running on an samsung evo 500gb ssd
2080 windforce oc
ASUS ROG STRIX Z270E
32gb ddr4 vengence rgb pro
850w gold psu

I would backup what you need to and wipe. A fresh install of Windows can clear up tons of odds issues like that.
