Question Loudness Equalization

Is there an option for Loudness Equalization? I'm having a weird issue where sound effects are low. For example, joining a server on Discord or receiving a Slack message. The sound prompt I get feels lower than what I'm used to. My system sounds are at 100. I've done some research and it seems to be a Loudness Equalization issue? However, I don't see it in Windows 10. Any ideas?

It's a Windows feature, as long as you have Windows there is no way not to have it... (maybe before windows XP).
Maybe you just cant find it?

Are you using usb or analog headphones?
