Question Low cpu performance and super low clocks on first launch

On initial launch for the day my windows takes forever to load(up to 5mins) after typing in passcode I have noticed that my cpu will run at 500MHz on said initial launch. Everything is fixed with a reset just trying to figure out why it would do this. I have also noticed my cpu doesn’t perform as it should in benchmarks scoring almost half of what it should in multithreaded benchmarks and won’t pbo boost past 5100mhz

Mono: nzxt n7 b650e
CPU: Ryzen 9 7950x3d
Gpu: Radeon rx 7800xtx
Ram: Vulcan ddr5 2x16gb 6000mhz Ram
Psu: Thermaltake 850 gold psu

There are lots of drivers needing installing from your mainboard's manufacturer website, plus a few special AMD patches....

Mainboard's BIOS the latest? (Obviously it is recent enough to allow you to at least post with the 7950X...

Was this a 'swap mainboard/CPU/RAM' and reboot with an older Win10/11 install, or a fresh install?

This is an older win install with a swap ram mb cou and gpu, all drivers and updates are latest from amd and nzxt

New motherboard/new system requires windows reinstall.
If you try to avoid reinstall then you get this kind of weird system behavior.
Sometimes it doesn't boot at all,
sometimes you get bsods/crashes/bad performance
and problems with activating windows.

Reinstall.
And check cpu temperatures. Overheating will cause thermal throttling.

First things first: correctly install Windows onto the OS drive.

New windows install worked great I’ll have to see tomorrow if it has a slow start but I’m clocking to normal speeds now and performance is where it should be thank you
