Low cpu usage and very low fps

I have had this problem for about a month now. The fps in games is always low even though i have pretty decent setup. My specs are
GPU: GeForce GTX 950 MSI
CPU Intel Core i5-4690K CPU @3.50 GHz
Memory : 16 GB RAM

Kingston KC400 Enterprise 256GB 2.5" SSD

Seagate Barracuda 1TB 3.5"
SATA 6GB/s (SATA 3.0), 64MB Cache, 7200RPM
 


do you mean low cpu usage in games that really use the cpu like csgo or other games?

because with the gtx 950 you shouldn't expect high frame rates in games that use the gpu more than the cpu, tho if the games are cpu intensive you could try to oc your cpu
 


It's not been this way since i built it. I started about a month ago, then i bought i new gpu in hopes of that it would fix it, it didn't. The fps is around 30-20 frames in games like Overwatcg, Rust and League of Legends. I never had any problems running these games before with over a 100 fps.

I know i plugged the cables to my gpu. And i have monitored my temps nothing higher than 70-80
 


70-80 on which piece? Intel 4 series don't like anything around 72°C

As for the GPU between 70-80°c is normal if it is being pushed hard.

EDIT: Temps with only a few applications running is 60-70 on cpu
 


So my processor isnt fried or anything? It dont need a new one?
 


Ok, thanks. I did have a problem with my cooling system previously but me and my uncle changed it out and it seemed to work fine.
 


Do you know of a source i can look into to figure out when it is installed properly? Im only 15 years old and i don't have a lot of experience building computers
 
Yeah the cpus are designed to sabe themselves from damage. I wouldn't game on it until I got the issue fixed (dont keep running it at max temps) but general usage it sounds like you're fine. My 3350p on stock fan has run 70-80c since the day i bought (and sorta oced it) and it still tears up any game I play
 


there are many but first make sure the cooler is clean of dust. This is by far the most common issue especially if you have animals.

Try googling your CPU cooler and look at the mounting instructions and maybe even a video or two on how to install it. Many times if the cooler fins is clean and the cooler is mounted properly it will be a thermal paste issue. This would be simply removing the cooler, cleaning off the old paste and replying it will solve the issue.
