[SOLVED] Low fps and low gpu and cpu usage

My pc has an rtx 2070 super and a ryzen 5 2600x, but in a lot of games it performs poorly (low fps). These games include gta 5 , rust, ark survival, and many more. The gpu and cpu usages are both at around 50 percent, which from what ive heard is very low. I am really concerned about my pc. I could really use some help.

Give us your full system specs, your rtx 2070 super clock edition, should not bottleneck your rig.
I am going to lean over on a hdd/ssd speed issue or low speed ddr4 memory brand.

rtx 2070 super
ryzen 5 2600x
750w evga supernova psu
16 gbs ddr4 corsair rgb ram
msi b450 gaming plus max motherboard
1 tb samsung 860 evo ssd
2 tb berrecuda hard drive

I think thats about it. Could a bad hard drive or ssd really be slowing my fps, because my pc should being running more than 70 fps on rust not even max settings right? but i didnt know a Hard drive or ssd could be the problem. I have the games on my ssd.

try manually setting your wattage for the cpu and gpu in reason of course not trying to blow your pc up
