Low fps and stuttering in every game until reboot

On a fresh boot my PC just have problems that i notice in all my games, low fps and heavy stuttering, even though fps are more then 40 (but still drastically low compared to the Rebooted system). So the only way is to on the pc and then restart the system, and immediatly start playing. Once i quit the game, if i try to play again, the problems come back and i have to reboot.

I checked temperature they are always OK, updated graphic drivers, tried different version of drivers, formatted my pc, i also flashed the Motherboard bios to the last version but... it still do not work

Its been months since i have this problem and it started just before or just after i upgraded to windows 10 ( i dont remember if i upgraded to try to fix it or what...) anyway, when i formatted i used a clean win 10 64bit

My system is:
Club 3d r9 280x
amd-fx-8320
8 Gb ram
gigabyte 970a ud3p
Seasonic 550w
SSDcrucial 256GB (win10)
HDD maxtor 298 GB

Watch what happens in TaskManager before, and while that effect takes place. In the second tab ("Performance", i guess).
Set The CPU-Display to "logical ...", "Display Kernel-times", and set in "View(?)"-menu above the speed of actialization to "high".

What games are you playing (name maximum of three games), at what resolution, what details (Low-Medium-High)?
 
Ok i am playing now, after reboot, League of legend Max details anti aliasing and i have around 140 fps, everything run smooth cpu is around 30%.

temp:
MOBO: Min:35 to 68
Core 16 to 67
GPU 16 to 67
gpu fan 20 to 30 %
Tomorrow i test when i get the problem
 
I forgot to say i am playing at 1820x 1200
So tried without rebooting. No matter what details i put, max or very low, the fps are really random changing from 40 to 100 ( when usually goes from 100 to 260) and no matter if its 80 fps, it still stutter.
temperature are even lower (maybe cause i just played one game) and on taskmanager cpu and gpu are around 30 to 50% of utilization (cpu usage is always more then gpu in task manager, even when i reboot.

The other game i played is ROCKSMITH that is kinda guitar hero, if you know the type, so should be very light, i dont even think i can change resolution or details, cause its just rhythm game genre, and it does the same thing, also the audio stuttering, is very annoying.

Don't really know what should i do. Looks like some driver problem? but i already tried different older GPU drivers.
 
Such effects should not be the result of driver problems, especially not with your generation of GPU. No, I don't think using another driver will solve that problem.
Normally, your combo of R9 280x and FX 8320 does not count as fast enough for FullHD - but for LoL and Rocksmith, it shoud be able to deliver a fairly constant framerate
And you reported it was "feeling" better with Windows 7.
I don't have an easy solution at hand, and don't see any further diagnostic measures.
What you could do (in case you have time and the corresponding equipment) you could make a bare-metal backup (i use Veeam Backup for that), for which you have to use an external harddisk, and re-install Windows 7 again for testing purposes (Don't register it, it would run for 30 days without). This is in case W10 itself is the reason. But you should only do this if you feel like it, as this is really time-consuming, and i cannot promise it brings the knowledge we need.
