Question Low FPS / Benchmark performance on low utilization and temp

Hey!

My EVGA 3090 FTW3 Ultra Gaming seems to underperform at the moment.

I sadly do not know when this started as I only played Rocket League for some time where VSync easily capped the FPS. Coming back to WoW and BDO I barely hit the 60fps on higher graphics modes. On WOW even lowering the graphics modes only has small effects on the fps.

still bad results

I have tried everything except for a clean windows installation

My CPU also has results within expected range in Cinebench R23

I should have tried this before but... a second Installation of Windows on an old hdd produced better results: https://www.3dmark.com/spy/40367182

Atleast I know my Hardware isn't damaged.

Is there any way to figure out the trouble maker on my old Installation?
