Low FPS from 4 year old computer, looking for upgrade recommendations

I have a 4 year old gaming PC that is now having fps issues with basic games like Warhammer total war and csgo. Looking for someone to review my build and maybe recommend components to help fix this issue.
My build is as follows:

GTX 760
i5-4690S CPU @ 3.2GHz
8GB RAM
No SSD
Z97MX Gaming 5 Mother Board

I'd suggest upgrading to 16GB of memory(DDR3 should be pretty cheap these days). Also, if you can find a GTX 1050 Ti for a decent price I'd go with that(or possibly a GTX 970). Then again.. no idea what your budget is. If you can afford to spend $3,000+ on a video card, I'd go for the Titan V 😉

I was attempting to put a parts list together:
GTX 1060 6GB
MSI x370 Krait
16GB DDR4
250GD SSD (I don't have a SSD currently)
NH-012SE-AM4
i5-8600K or i5-7600 or RS1600?

But the cpu seems difficult to choose. Currently I have a 4th gen i5 4690S.
I am still unsure about the GTX 1060 or 1050 Ti. I could wait for the 1060 to drop more but is it worth it? I could be waiting a while for that to happen and it would be nice to upgrade in a few months..

I probably wouldn't be able to use the full capacity of a titan gpu >.<
 
I have a desktop with an i5-4690k , 16gb , gtx 1070 ti. I thought about changing out the cpu/mb/mem, but as is it's handling any new games just fine.

If you do upgrade, out of those 3 you listed, the i5-8600k would the best pick & most likely to have the best performance increase over what you have already.
