Question Low fps GTX 970

Hi,
I don't know why but much games runs with low FPS on my PC (I tried FIFA 19, NBA 2k20, NBA 2K19 , COD)
The FPS is between 30-40 when I play on Full HD (1920x1080) I also tried to change resolution and games graphics to low and disable antialiasing but same results.
I also tried to format and install WIN10 again but same result.
The only game that's work on 60FPS is Rocket League
In past all games works on 60 -75 FPS with HIGH settings
How can I fix it?

CPU: i5 - 4460
Motherboard: MSI H81M P33
GPU : MSI GTX 970 gaming
RAM: Kingstone 16gb
OS: WIN10 1903 build
HDD: WD 1TB BLUE
Chasis: I don’t know
PSU: 650W Corsair

Nvidia drivers: 436.30

Did you install the latest Win 10 updates? they have been causing issues with gaming performance, but i don't think to the extent of 60-75 to 30-40 FPS, Are you monitoring temps?

Check what resolution you’re running it at. On nvidia control panel

Both PC Display and game on 1920x1080
I also tried to enable/disable VirticalSync but doesn’t help.

Since there is still no clear Solution to the issue , lets try everytging possible to troubleehoot. When was the last time you cleaned Your pc from inside . If the pc is dusty it might really affect your ingame performance

Also I tried everything and the drop FPS occurred only on NBA 2K on “jump ball” (start the match)
On menu and blacktop mode the FPS is 60+
On regular game is 30-40
FIFA runs 60fps on ultra settings.
I also tried to change the Nvidia control panel settings for NBA 2K20 and make off everything and the game now is on 50-60 FPS still lot of lags

Monitor your in game cpu usage, afterburner is easy with OSD, also have a look at task manager for programs with high resource usage, can your resolution go any higher?
