That's a power saver mode. You shouldn't have enabled that in the first place, it throttles your CPU to keep temps low.
That's why you were experiencing low frame rates....
Oh well, you were going to have to upgrade your RAM eventually anyway! :)
Games usually take 2 or 4 as the minimum.

All good, just next time actually wait until you actually get some instruction next time rather than panicking and buying a random stick of RAM. 😉

Well I figured out how to optimize it and that kind of made it worse because I already had everything on low settings just don't seem right to me that that video card produces low quality like that

It is under power settings in the Nvidia control panel, it should be under hidden icons on your start bar (the little arrow) running in the system tray. Right click and select open Nvidia COntrol Panel.
You are ensuring that all the power settings are correct in the Nvidia control panel (not limited), and that power consumption for your card is set to optimal.

and if this helps at all when i have the game paused and look at my fps i watch it go upto 90 then drop down to like 15-20 almost like somthings running making it do this it also happens when there alot of action around my character

Are you sure that it's a problem with your PC hardware overall and not just Arma 3?
Run any other game like CSGO and let me know if you are getting similar results in terms of low frame rates.
If its only in game, it could be an engine problem (the game engine) or perhaps the server if you are basing your frame rates off that.
Try a different server with lower latency if this is the case.

I say this because RAM was the only bottleneck in your system, so that should resolve most things on the hardware side.
Note that you did not waste your money, as even 90% of laptops made in the last few years have at least 8GB or RAM, while your gaming PC was running with 4.

yes other games do run alot better than arma but i thought mabe this is because arma expects alot more iv noticed people running gtx 950 and similar specs were not having this problem idk mabe it is just not a good enough gpu as i thought it would be just sucks you pay this much yet still cant run arma worth a damn

My old GTX 680, which is only about 30% faster than the 950 still gets very good frames in Arma 3, destroying it at medium settings 1080p.
You shouldn't be having those frame rates, so definitely something wrong......
CPU could be an issue with temps.
What temperatures are you getting while gaming? (Use CPU-Z)
What cooler are you using?
Do you have an overclock applied?
