Low FPS in Games, is my GPU Failing or do I need to upgrade?

Here are my specs for my rig:

CPU: Intel i5-4670k @ 3.4ghz
GPU: GTX 770 2GB
PSU: Corsair 750W
RAM: 8GB 1600mhz
Fan: 212 Cooler Master Evo
OS: Windows 8.1 64-bit
SSD: 240GB Samsung
3 Hard Drives for Storage and Games

I posted in the games section because I was getting low FPS in Black Ops 3 (not even getting 60 FPS on all low settings at 1080p resolution) but now I am wondering if it is my GPU that is failing or in need of replacement since I am getting low FPS across other games as well.

I get around 45-50 FPS on Fallout 4 with all low settings at a 1080p resolution which seems low.

I've tested my CPU using the Intel test and Prime95 with 6GB of RAM allocated as well as used Memtest to test my RAM with no errors. I've also done a clean installation of my nvidia drivers. I was testing my system for instability because I've been getting occasional computer freezes. Device Manager is reporting no conflicts either.

Is my FPS normal or is there a way to test my GPU/computer to see if it's failing or in need of an upgrade?

You don't need a computer upgrade, your parts are top tier.
I do believe though that you should be getting better frame rates than those while it's on low settings.
Perhaps you have some software running in the background slowing your computer down? OR be sure to check the 3D settings in your video drivers control panel. In there you can specify settings that will stress the card to it's max. I recommend you choose use application/game settings for most of your drivers 3D settings. Also, scan for viruses and spyware/malware.

Also, you may want to try reinstalling your OS and see if that makes a difference.
If not then you may indeed have a video card issue.

I have already run a malware test, currently using Malwarebytes, could you perhaps recommend a good free antivirus? I'm relatively careful and don't think a virus might be an issue but would like to run a scan anyways.

As for 3D settings I think I have them set correctly.

I would like to test my GPU before reinstalling my OS, are there any programs or ways to test it?

Bro 8gb ram is definitely one of ur problems. U will have no ram available just from running black ops 3 and a web browser at which point ur comp will start using virtual memory which will greatly slow everything down.

770 is still fine to use for 1080 and lower but u will not be able to max settings on any new or newer AAA games. Go into nvidia control panel and dial down the global 3D settings and also turn everything to medium and below in game.
