Low fps in max payne 3?

Hi guys:

my spec:

hd 7950 xfx double d at 900 mhz 3gb
i5 3570k
psu : gs700w
16gb ram


so I just got max payne 3, and i set everything to the highest, msaa, ambient and tessellation.

and i was only getting 25-30 fps! But most people and benchmarks tell me that i should be getting 50 fps.

you guys know wuts going on here?

I had the same problem with my 7950, but going to a 670 I gained about 60FPS. Obviously the 670 isn't anywhere near 3x as powerful, so I'd put it down to drivers, you could also make sure the game is updated to the latest version.

Ya I have 13.1, doesn't seems to help very much, i just turned down to 4x msaa and tesellation normal, now im getting this fps:
