Hey all,

I've been looking into this issue for hours and I'm hoping someone can give me some insight. I've dealt with this issue in the past, but with the release of Black Ops 6 it's come back to the forefront of my mind. I have an issue where at the main menu, I find my CPU and GPU usage are as expected (50-90% each) and I get around 120-140 FPS. As soon as I load into a game though, my CPU and GPU both tank to around 5-15% and will not go above that no matter what. FPS drop to a solid 23-25 and stay there almost invariably. Graphics/display/FSR settings do nothing, I can take the game to 720p 27% render res and min settings or 2k 200% render res max settings, exactly the same without fail. Does anyone have any ideas what this could be? Sorry if this is a repeat, but I did some searching and didn't find anything that was the same as my issue.

CPU: 3800x OC at 4.3Ghz
CPU cooler: Lian Li 360 Galahad AIO
Motherboard: MSI MPG x570 Pro Gaming Carbon Wifi
Ram: 64GB Trident Z Royal 3200Mhz
SSD/HDD: WD Blue 500GB Sata SSD (boot), Samsung 990 Pro 2TB (game)
GPU: Radeon RX 6800 XT, reference card, Adrenalin 24.10.1
PSU: Corsair RM750x, 5-6 years old
Chassis: Thermaltake View71 Snow
OS: Windows 11 Pro 23H2
Monitor: Samsung Odyssey G5

Black Ops 6 benchmark shows 100fps average with 50/50 bottleneck, but that's the only thing that runs above 20FPS lol. Any advise greatly appreciated, thank you all in advance!

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Using DDU to perform your clean install?
Yes, DDU for the clean install. Activision suggests Adrenalin 24.8.1, current version is 24.10.1, so I've tried all of the following using DDU clean installs:
- Just 24.8.1: crashes constantly before loading due to outdated driver
- Just 24.10.1: leads to FPS issue described above
- 24.8.1 and 24.10.1 both installed: leads to FPS issue described above
Check thru this guide to cross check settings...
I've tried using all of these settings on my game with no results unfortunately. The settings that I use do not affect the performance issue at all.

Specs have been updated to give more information. I know that upgrading my CPU would generally give gains, but before I do I want to figure out what this issue is as there's no visible bottleneck.

When loading in, I find that my GPU drops from 70-90% at the menu to 5-15% usage in game, and my CPU drops from 60-90% usage at the menu to 5-15% per-thread usage. No threads are being used above 5-15%, so I don't see any kind of multithreading issue where one core is being maxed out.

What would cause both CPU and GPU utilization to drop to nearly nothing like this, while also causing the FPS to drop dramatically? Clearly it isn't that they have so much free power that they're resting, because the performance is abysmal.

Double check power plan make sure it's set to performance.


Also disabled GPU acceleration

Open the Settings app
Select System
Select Display
Click Graphics settings
Select Change default graphics settings
Use the slider disable hardware-accelerated GPU scheduling
Restart your computer to apply the changes

Sometimes this effects games especially games with denuvo

Update:

While playing the game normally by myself, the FPS are stuck at 24FPS. HOWEVER, when I start streaming on discord, my FPS jump up to a solid 60FPS. Could this be an issue where Black Ops 6 is not properly utilizing CPU, thus bottlenecking GPU, and streaming using encoding and wakes the CPU up? And if that's the case, is it possible to force the CPU into higher utilizations? Power settings are currently set to Ryzen High Performance, which sets min and max CPU to 100%.

I am having the same issues with my R7 5800x3D and RX 6700 XT. I have updated drivers, used DDU, uninstalled and reinstalled the game and every time I load back into it my GPU usage spikes from 0% to 80-90%. This happens with graphics setting on min or max. I have found i only have this issue in BO6. tested on CP77 with RX ultra settings and GPU usage stays above 98%. If you have any insight on what my issue may be or have found a solution i would greatly appreciate it!
