Question Low FPS Low GPU and CPU usage GTA Online

So i've been playing gta recently and in story mode i get from 90 to 120 FPS average on medium high settings, with 40-50% GPU usage and 40-70% CPU usage.

On solo online sessions i get 40-80 FPS with 20-40% GPU usage and 40-50% CPU usage...

On public full sessions I get 30-60 FPS average even on the lowest settings.

On other games for example Forza Horizon 4 i run it at high settings 120 FPS average with 99% GPU usage...

Temps are really fine, CPU 20-45C max GPU 30-60C no watercolling.

Windows power plan to Ultimate Performance, all drivers up to date.

My specs are:
P9X79
I7-4820K 3.7GHz non OC
GTX 970 OC STRIX
G.Skill 16GBs (4x4GBs) Quad Channel DDR3 1600Mhz RAM
Samsung 850 Evo 256GBs
7.2K RPM HDD

is the game installed on the SSD or the HDD?

I see this as a good thing. Try cranking up graphics settings and see what happens to CPU/GPU usage if you want them to increase.

sorry for the late reply and it's not an internet connection issue i have good internet speeds... Even tho it does have low fps on a solo online session so nope not internet problem. The game is installed on a Samsung 7.2K RPM disk and i've tried on the SSD and it's the same thing. Thanks for the answer .

I've tested that but then the problem will be framerates. I've tested on windows 7 and i get like 10-20fps more than on windows 10 on story mode and on online around 5-10 max.

try disabling XMP profile if enabled in the BIOS of the motherboard
