also its not a fresh install of windows. I initally had windows 10 on a 4070, then upgraded to windows 11 a few months ago, then purchased a 4090 a few days ago, did a system reset

That might be the quickest solution.

Upgrading 10 to 11 on the same system should have worked. And installing a 4090 shouldn't have made a big difference.

Before that, try DDU just to be sure.

Then re-install the latest Nvidia driver. (And Intel if you choose to re-enable that)

see I already did the DDU, I deleted my old drivers, booted into safe mode, and installed the newest game ready driver

You mentioned your Windows installation is not clean. Did u by chance reinstall all of your drivers too?

"Dirty" Windows installations can do a lot of weird things to a system, particuarly if the drivers aren't reinstalled. Be sure to check your motherboard downloads page and reinstall all the drivers you find there. This would include things like the chipset driver, intel management engine, wifi/ethernet drivers and any others on there.

I reset my computer fully yesterday and installed windows from a USB drive, still getting the same performance issues. Re installed all drivers needed for my motherboard. Im so confused on why performance is so minimal on my setup

Ah i see. Yeah that's very bizzare.

For the sake of simplicity and doing process of elimination. Try disabling the E-cores in your BIOS, and run your games. Could be a scheduling issue with the cores. Its not a uncommon issue on Alder Lake, Raptor Lake and Raptor Lake Refresh.

I will do that now and provide an update. Thank you for your time and willing to help me resolve this issue

Just installed some new ram into my system, C32 6400mhz 64gb. Disabled E-cores, and still having performance issues, can barely manage to get cs2 above 350fps

Also I wanted to note, in games like fort, there is many frame drops, as low as 40 fps. I can get a consistent 360 fps but frames almost always drop every few seconds

Looks normal.

Yeah man i have no clue what's going on. This is a weird issue.
I think the fort game is just poorly optimized. also for CS2 I was able to determine what was causing the low fps. By default it was set to 400, and I was averaging around 300. yet when I went into the console, I uncapped it and its all good now. Thank you for your time, and to everyone else in this thread. Consider this issue solved. Thanks guys! have a good one
