Question Low FPS on high spec PC ?

I've tried to fix the problem in many ways but can't.
My Spec
i7-10700
RTX 3080
16GB (2 x 8GB) 3200 DDR4 (using default 2133 cos I can't enable XMP).

I'm running DOTA 2 @ 1440p and i've got only 100-140fps but it should be like 240++ Also in Diablo 4 and other games.

I've tried to reinstall Windows back and forth to 10 and 11. update driver and BIOS, and also optimize Nvidia and Windows setting but this problem won't go away.
 
I am currently using a game called SATISFACTORY all of a sudden a lot of players with high end cards are reporting problems with running the game and the general opinion is that the culprit is the nvidea drivers so maybe keep checking the site for the most recently updated driver.
 
to have a look what the problem could be:
run userbenchmark.com and post the http link of your result, e.g. https://www.userbenchmark.com/UserRun/28977730

Reset the BIOS by jumper clrCMOS or JBAT or similar (eventually you will have to set the boot priority correctly after that)

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

clean boot


check the memory by running memtest.org usb autoinstaller (bootable USB flash drive)


check the hard drive for errors with its manufacturer´s tool

use ddu uninstaller and reinstall the latest graphics driver

No hard drive error
Already DDU and reinstall driver for gpu
i'm about to try memtest, i'll reply when i get the result .

high end graphic would just give CPU more work to do, if game has spaghetti code, then with better GPU, CPU stalls would be more pronounced
 
using default 2133 cos I can't enable XMP
You still have the RAM box? Input the speed and timing manually in accordance to the box, let everything else on auto. This image will help you to find what to input in which field.

If this is about warranty, you really overthinking it. CPU failures from XMP enabled are rare, and if the boot is borked from it you can just clear the board's CMOS and none would be the wiser. Just enable it. I suspect a huge chunk of the issue on the frame rate to be RAM related as on both Intel and AMD 2133 is just good enough for office work.
