Low fps on low demanding games

So I've tried playing pubg mobile on an emulator (tencent gaming buddy) which is not a demanding game but it's so laggy I'm getting 15 fps in both low and high settings. I installed a gfx tool to make the game with the lowest graphics possible. Same results: 15 fps.

I've noticed something important. When I launch the game it's stable 60 fps, after 5 sec it drops to 15-20

This problem happens to me in any other low demanding game.

These are the things that I tried to do:
-Setting high priority to the game
-installed all drivers again
-played with razer cortex

WHY on my friend's pc the game runs at stable 60 fps and we have the same specs

Specs:
I3 380M
AMD Radeon 5000 HD series
4 GB Ram
(It's and old laptop but the game needs to run pretty well)

I don't have access to my pc right now, but I know that the fans are loud when I play on 60 fps but when it drops to 15-20, I can't even hear the fans. Can this give you some hints about the temp?

Download a program called msi afterburner and itll tell you the cpu temps I suspect it's getting hot, and slowing down to keep from frying. I bet it's dusty inside

CPU temps: 69C
GPU temps: 78C

i don't know what this actually means to you but here it is
