low fps witchers 3 ?

can anyone explain me this ? i have no bottleneck yet fps is low ..

pc specs : i7 3770
gtx 1070
8gb ram ddr3
600 watts gold rated

75% gpu usage
56% cpu usage
.......................................................still low fps............................

Well for your config with the ultra preset those fps are prety normal, as your CPU is kinda old "Is still a very good CPU". But yes those numbers are correct in my opinion.

yes i agree on that but why my gpu isnt pushing to 99% even though cpu is not bottlenecking ??? its casuing my fps to dip below 60 fk :/

Do you have Hairworks on? If so, 60 is about normal. If not on, I'd expect to get around 80.
