Question Low FPS with old and new GPU ?

Hello all,

I made a pc for my friend 2 months ago. Everything worked fine. 7800xt with 7800x3d. But this week he wanted a rtx card because of the better streaming quality. Now i replaced it with an rtx 4070s, did it with DDU to remove the drivers. Installed new drivers and chipset. Everything works fine, games play smooth. The next day he calls me that he has a lot of stutters and fps drops. He went from 300/400 fps in his game to 140, with a lot of dips and stutters that hit 60fps. It really feels clunky and doesnt seems right. To keep it short.

We orderd a new gpu, problem still remains. Replaced the new gpu with the older Rx 7800xt, with DDU, problem still remains. Clean install of Windows and a second time from a usb. Problem still remains. Forcing to play the game with the 4070s and not the integrated gpu. Reinstalled all drivers.

Im out of ideas what it could be, corrupted mother board? I have no clue anymore... Maybe flashing the bios can help? Any ideas would be great.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Clean install of Windows and a second time from a usb.
Where did you source the installer for the OS?

CPU: Ryzen 7 7800x3d
CPU Cooler: Arctic freezer 2 aio 240mm
Mother board: gigabyte b650 gaming X
Ram: Corsair Vengeance rgb 2x16gb 6000mhz ddr5
SSD: Samsung 980 1tb
PSU: MSI MAG A850GL 850W
Chassis: Lian li 216 rgb
OS: Windows 10 (home now)
Monitor: viewsonic xg320u

First time it was a reset from Windows itself, second time with the media Creation tool. Everything was done on his device, but now when im thinking it had to be done on a different device? Is it possible that his Windows got corrupted and its still makes the corrupted version?
