Am I getting the FPS I should be, or is there a bottleneck in my rig?

BF4 Ultra preset dx 40-80fps
mantle 60-80fps
BF3 Ultra preset 70-110

Drivers 13.12/14.1 beta (both same in dx)
OC'ing my CPU to 4.2 does nothing, GPU 70C max, CPU 50C max
Usages are normal, and card uses enough Vram

I was planning on upgrading to 1440p, but not if My Hardware isn't giving me the Performance it should be. I paid for a 290, I want 290 Performance.

So is this normal FPS? Sorry I haven't tested too many other games, but I built this rig for BF.

My Rig
FX8350 @ 4.0ghz(stock)
R9 290 Sapphire Tri-X @1000/1300(stock)
Asus 990FX Pro 2.0
Corsair HX-850w
G.Skill Sniper series 8GB @ 1866
Seagate Barracuda 2TB 7200rpm
Asus CD/DVD RW
Rosewill Blackhawk w/ 7 fans

Solution
I have an R9 290X Windforce 3x OC, I get 90fps average but that's just as it has been OC'd, your current fps does look quite similar to the ones I have seen since that's ultra settings. Mantle fps is really good, nothing to be worried about.
Only other games I've played so far (gotta reinstall my entire Steam Library still) is Insurgency at Ultra 8xMSAA Very High graphics at 190-220fps and Outlast Ultra, which is capped at 60 with no dips below it. I get great Performance in other games so far, but I plan on BF4 in 1440p, so I guess I'll have to play with drivers, mantle, and wait for BF4 to smooth out. Thanks for the feedback guys!

yeah you fps looks totaly fine for your rig and you have a really nice build btw its just if you watch that video you can see that fx8350 is alot weaker than the intels when it comes to benchmark games like bf3 and crysis games

(EDIT) Also stepping up from 1080p to 1440p is a big step up and takes a really strong pc to run most games at that quality

Yes, I know, but my 8350 has fared well so far, as did my fx6100 beforehand. I plan on tunring down some AA settings in 1440p (as you don't need them much at that res) but benches still show R9 290 averaging around 60 in BF4 ultra preset.

What worry's me is that I do get slightly below that, whether it be my CPU or what. Mantle is a huge help, but Crysis, MLL, BF4, my only worries in 1440p.

Thing is.... I built this for BF4, so I would love to be above 60fps in 1440p on close-to-Ultra settings for the money I paid for this.

Yeah, that's understandable, as my entire build cost me $1288.99, and that's with Windows 8.1 Included. You think I should be able to handle 1440p most games on High-Ultra settings with a bit of AA turned down? korean monitors are like $299.

Do you think you could send me a link to the benchmarks you have bin looking at or an image maybe
