Can you please help me out here? I have an ATI HD 4670, ASUS M4A78 motherboard, 6gb RAM, and a Phenom II x4, and EVERYONE i ask tell me I should run games on really good graphics, or max graphics, but still I cannot seem to get good FPS. It happens with almost every game I play, low FPS, so I have to low the graphics. Do you know what probably be wrong? No matter what OS I'm using, no matter the drivers how updated they are, how overclocked the PC is, it still won't work.

A 4670 is a 2 generation old card and was considered a low tier gaming card. I recall 3 years ago this was a great entry card for games. It ran COD4 on high detail with no AA (I know I installed a few of them). However, with today's games you will find it having issues keeping up. It will do ok on DX9 games like the COD/MW series and some others, but depending on what games you play it will struggle quite a bit. I would assume you should at least be able to run most games on low settings at native resolution. However, if you are even a casual gamer, I see an upgrade in your future. The rest of your system should be good to go though. Although you may need a bigger power supply depending on what you currently have and if you plan to...

The 4670 is still a decent card to keep around and is better than onboard, well maybe not compared to the AMD APU's. It would probably be fine on the SIM games and other non GPU heavy games.

The HD 4670 was a good mainstream card when it was released. It's performance is now considered entry level though. The HD 5670 is about 30% faster and the HD 6670 would be another 10% faster.

Buying a PSU with more watts will not improve performance. However, it will give you the option to buy a powerful graphics card.
 

What he said. Sorry if you misinterpreted my message. A new PSU may only be needed if you upgrade your video card.
 
the 4670 never ran games maxed out. as the others have said its entry level and even for todays market pretty under powered as far as processing power goes...
i think they currently sell for 30-50 pounds so you can pretty much tell that it wont be a performer when you consider some cards cost 500+ and they only just manage to max some games.

Also I would like to know something, since you helped me so much in this matter, I'm sure you'll know the cause. First of all, English is not my natal language so I'll have to do my best to explain myself as good as possible.
It's not only a matter of FPS (in GTA IV), but I get like this stuttering (don't know if it's called that way) when I make it work on higher resolutions. It's a mini-pause in a certain period of time, when I explore places (going on a car at high speed), that I think it could be related to the texture loading. It's not a TOTAL time suspension, just a minimal period of time, I calculate 0.25 sec, when everything slows down, and you can notice it. After that, the game runs smooth, but then again the pause: it's constant, and it happens a lot.

Don't know what could be the problem, but I thank you very much for at least taking some of your time to read this.
 
It's micro shuttering. Sometimes a driver update will fix it. I've noticed it in games when it can not hold a consistent frame rate. If the game has VSync, try turning this one. It tried to maintain a constant Frame rate. Sometimes this can have a slight performance hit to your card because it does not let the FPS bounce all over like it usually does. The goal would be to hold 60FPS all the time. However, sometimes this is not practical and it depends on the type of game. In First Person Shooters you usually want to so 60FPS. However, in Real Time Strategy even a constant 30 FPS is fine. It all has to do with a consistent frame rate and how fast the game play is. That is why you see some console games running at 30 FPS, even Bad Company 2 on the console only runs 30 FPS. The key point is that is a consistent 30 FPS and it isn't bouncing around.

Hope that kind of makes sense. I would try lowing your details a little so when you hit an area in the game that is GPU heavy it doesn't bog down.

Man i know I'm REALLYYYYYY annoying. But can I ask you one last thing??? How much FPS should I get in GTA IV with:

RES: 1280x720
Textures: Medium
Reflections: Medium
Water: Medium
Shadows: Low
View Distance: 21 (low)
Detail Distance: 30 (low too)
V-Sync: off

Cause that's really LOW GRAPHICs, and I don't get 60 FPS, more like, 35 FPS, with drop downs to 25
