My benchmarks are showing good results but in game my performance is a lot lower than it should be.
When I play destiny neither my cpu or gpu go above 40% usage and I get an average of 90 fps but it goes as low as 50fps
More demanding games like cyberpunk bring usage up to around 70-80% but I would expect a game like that to have a component at 100%
Changing grahic settings or resolution minimally increases fps

GPU: 3080ti
RAM: 32gb 2400mhz
Updated graphic and chipset drivers, clean reinstall of windows, bios is up to date and reverted to default settings
Wondering if this could be some type of hardware error or cpu or ram bottleneck, however I can't see how its a cpu bottle neck if my cpu is not reaching 100%
