Question Low GPU/CPU Usage and Low Framerates

PC specs:
Motherboard: Prime B-550M-A
CPU: Ryzen 5 3600
GPU: NVIDIA 3060 TI
RAM: 4x4 GB DDR4 running at 2133 MHz
PSU: not sure, i can get it if it will help

I have low FPS compared to other systems, not sure why and I can't troubleshoot it myself. Is my CPU bottlenecking my GPU? Or is my old RAM configuration causing it.

How hot is the cpu getting?
Looks like there is no turbo.

Look through the bios for a xmp/docp option for the ram and try it.

Your cpu is getting kind of hot perhaps it's time for some new thermal paste and a cleaning of the cooler.
I will give that a shot, I just noticed it was that high haha. I will update here, if that helps, if not im considering a fresh windows install.
 
Your DRAM is definitely going to be slowing things down seeing as it's 2133 while the 3600 is spec'd for 3200 and can generally run 3600 safely. The numbers you were getting in your original run don't seem very far off, and it'd be worth running something like 3dmark which you can directly compare to similar configurations. I've found if something is really running wrong this generally does a better job of exposing it.

That's better now turbo works.
Next step visit the mobo site and bring the bios and mobo drivers up to date looks like your way behind.

After that's done run ubm again the way I asked and post a link.

I think it's time to open your wallet.
Shop for a 2x8GB or 2x16GB kit of ram at 3200 speed.
Make sure to fit the sticks in the proper mobo slots.
I was debating between upgrading mobo + cpu + ram to ddr5, or is it the difference from ddr4 to ddr5 not that worth / noticeable for the money spent and stuff?
 
In terms of having a balanced system the DRAM is the only problem with your existing setup. For example if you were to upgrade just the CPU to a Zen 3 based one your DRAM would be holding that back too.

As @Bob.B mentioned above making the shift to an entirely new platform will get more performance but you're going to be spending significantly more money.
