Low gpu usage causing low FPS, is my CPU at fault?

So I recently bought battlefield 1
This is the most hardware demanding game I've played so far (I can play gears of war 4, halo 5, forza 6 apex, evolve all for example just fine 1080p.

Battlefield 1 (single player is fine) but multiplayer constantly uses 90-100% CPU usage on all cores (temperatures stays around 45 C)
This is using msi afterburner so I'm not sure how accurate it is.

Single player my gpu usage is always around 90% so I can easily get 60fps
But multiplayer the gpu usage is random. Sometimes it's 60%. Sometimes it bumps to 90% for a few seconds and it's annoying cause then it fluctuates from 45-60fps.

What I don't understand why my gpu usage is low because I can play in ultra and low settings and I still only get the 45/60fps. I've changed so many settings and I can't seem to get results.

So I'm thinking, since my CPU is almost always maxed out, is it at fault? But then this doesn't make sense because sometimes I can get 60fps only when my gpu decides to use more power.


P.s. I would try overclocking my CPU, but I have the stock fan and I can't get an aftermarket because i have tall ram and nothing would fit except a water cooler (which I don't trust myself with)

None of these answers are answering my issue.
 
perhaps this will help, a tad more 'direct'....

Time for a CPU/MB/RAM upgrade...

Your current processor is too slow for most of the modern, demanding games; it is outframed by 7 year old i3 processors. (As slow as it is, your current RAM config, a single stick, makes it a bit even slower)

Buy a 7600k/R5 1600x, dual channel 16GB of ram( doesn't really matter what brand) and get a nice z270 motherboard. You may also need a new CPU cooler depending on what your current one is.

My game runs completely fine when my gpu usage is up. so none of this makes sense how my stuff is outdated..
Then explain why it works fine sometimes

so is it possible to overclock using a stock cooler to make any difference.

Because I am not upgrading anything for a while now.

alright, thanks.. sorry if I sounded "stern" or whatever..

Im honestly surprised at how well it runs for my system. I was expecting needing low settings to get 60fps.

I just found it weird how much it was fluctuating.
