Low gpu usage despite no cpu bottleneck.

So in games like watch dogs 1,assassins creed odyssey when i start the game i get 70% cpu and 70% gpu usage isnt it weird? The cpu isnt at 100% so it isnt bottlenecking the gpu.Also something weird is that only in ac odyssey my gpu runs at 70% usage but when i increase resolution and then return it to the default value it runs at 99%.What is going on? Total cpu usage is meaningless. You need to monitor all cores, one core at 100% can be a limiting factor.

Open world games like beefy CPU's with potentially more then 4 on the newer titles.

I have msi afterburner monitor all 4 cores.And the average is at 78% percent.The peak of a core was at 92% and it was core 3.Here is a screenshot of all the cores. https://imgur.com/a/9PncEzV

Are you running v-sync or any FPS limiter?
