[SOLVED] Low GPU Usage in games [gtx 1070 ti]

Hello I am writing because I have a problem with my graphic card. The problem is that it has low usage in games [50-60%]. I've tested it on 2 video games Grand Theft Auto 5 and Rainbow Six Siege in one time with HWINFO is below . The thing is that on 3d brand time spy is all good except the initial demo where the GPU consumption "jumps". In Grand Theft Auto 5 the problem is that when you enter the city the fps fall, I'll add that when I turn on vertical synchronization in this game the consumption increases from 40-50% to 60-65%. In addition, I tried to change the drivers, nothing has changed. Please help me.

Solution
Since the 1070 is newer than 970, so you would expect it to use "less" to do the same work.

I mean if it helps, go into NCP and change the power management to "maximum performance" and see if you get what you're looking for. But I don't actually recommend it b/c if the GPU does not need to be on full, it saves power, reduces heat with their default power management.

That is a MASSIVE CPU bottleneck. You need at least around a Ryzen 5 2600/3600 to match the 1070Ti. I wouldn't be surprised if you had frequent stuttering, low frames, and stick to about 90-100% CPU use all the time.

In short, there is no problem with your GPU. Your CPU is 8 years old, and significantly underpowered.

The CPU was only loaded on the Rainbow Six Siege and I also have 2 computers with the same CPU and gtx 970 and everything is flashing. Additionally, the Grand Theft Auto CPu is 60% loaded and the problem is the same. Before this card, I tested the gtx 1660 super on which the Rainbow Six Siege was running on 98% of the GPU without any problem. Then I reinstalled Windows . And I tested on the 1660 asus card and the problem was the same.

As I said before, that CPU is extremely outdated. It isn't a GPU problem.
